- Pierce County (hereafter known as the County) invites portfolio submissions to be considered for the creation of murals throughout the County. The murals will serve as neighborhood landmarks, places of community pride and graffiti deterrents. Murals are to be located on unincorporated Pierce County-owned property in areas incurring blight, vandalism, and graffiti. The purpose of this RFP is to solicit qualified artists or teams of artists to submit a portfolio for consideration.
