This requirement is for non-personal Third-Party Science Neutral (TPSN) and Independent Science Advisory Panel (ISAP) services for the John S. McCain III National Center for Environmental Conflict Resolution-s (National Center). The purpose of this acquisition is to maintain a highly skilled Third-Party Science Neutral (TPSN) and Independent Science Advisory Panel (ISAP) to provide third party science input to the Missouri River Recovery Implementation Committee (MRRIC). The purpose of the ISAP is to provide independent scientific review, advice, and recommendations in relevant natural sciences, social sciences, and cultural resources to support effective science-based decision-making and direction-setting for the Missouri River Recovery Program (MRRP). As the MRRP moves into implementation of its Science and Adaptive Management Plan (SAMP), areas in which ISAP input is likely to be needed include monitoring plans, monitoring and assessment results, research proposals, Adaptive Management (AM) implementation, program adjustments, and strategic plans. The panel may provide its review, advice, and recommendations face-to-face and/or via webinar, telephone, written reports, memos, Power Point presentations, summaries of discussion at meetings, recorded verbal feedback, and panel-initiated written feedback.
AMENDMENT 1: This amendment provides the following statement, “[t]he Government-s responses to questions received, for the above posted RFQ, have been drafted. These responses are expected to be posted in Amendment #2 during the week of 24 February 2025 or sooner. There may be substantial changes to one or more of the RFQ documents, based upon the nature of the questions received. Due to the anticipated changes in RFQ documentation, the quote due date will be extended to provide ample time for proposals to be submitted in accordance with any changes that have been made”.
